execute below command as root user
$GRID_HOME/localconfig reset
Solution 2:
start cssd daemon as root user
[root@cloud1 bin]# ./crsctl start resource ora.cssd

CRS-2672: Attempting to start 'ora.diskmon' on 'cloud1'
CRS-2676: Start of 'ora.diskmon' on 'cloud1' succeeded

then start asm instance
